21663. No person shall operate or move a motor vehicle upon a sidewalk except as may be necessary to enter or leave adjacent property.

(Exception 1: Necessary for Law Enforcement/Fire Department/EMS to do so in the course of their job pertaining to an Emergency Situation, or the prevention of a crime.)
